The real reason
Almost always there is one specific unspoken question behind this: the price, a person who has to agree, or a doubt they do not want to say out loud.
How to answer
Of course, it is not a small decision. Let me be honest though: what exactly do you want to think over? Is it the price, is it whether it fits, is it somebody you need to bring in? I ask because nine times out of ten the question turns out to be answerable in two minutes, and going away with it unanswered is what turns a maybe into a no.
How not to answer
“Sure, take your time, I will follow up next week.” It sounds respectful and it ends the conversation. The unspoken question goes with them and nobody ever answers it.
Why it works
It names the thing they were being polite about, and gives them permission to say it while you are still on the call.
