Keep the half-agreement visible

This is the part that surprises people. Somebody says “let us come back to that” and the room moves on believing it closed. It is marked as unsettled rather than assigned to anyone, because this is about seeing, and it outlives the meeting it came from.Raised in the room, never closed, and still open a week later.
